Infrastructure development

Every two years, Amber Grid prepares a plan to develop Lithuania’s gas transmission network for the next decade. In 2022, the publication of our ten-year (2022-2031) network development plan was approved by the National Energy Regulatory Council (NERC). 

The plan provides for investments in the development of the gas transmission system to meet the strategic objectives of the European Union and Lithuania in the gas sector: to ensure the security and reliability of gas supply, to promote competitiveness, and to develop a common regional gas market of the Baltic States. 

The network development plan also sets out the main directions for the development of the transmission system. Particular attention is paid to innovation, the development of green energy – the connection of biogas producers, and the adaptation of the existing system to supply green hydrogen. 

The network development plan 2022-2031 includes the implementation of the following infrastructure projects: 

  • Together with the Latvian gas transmission system operator, to implement the capacity increase of the gas pipeline interconnection between Lithuania and Latvia. The aim of the project is to ensure security and reliability of natural gas supply, more efficient use of infrastructure, and better integration of the Baltic gas markets and functioning of the common market. The project is scheduled for completion in 2023. 
  • From 2023 to 2025, to implement a pilot project to determine how to adapt the existing gas system to transporting green hydrogen. From 2026 onwards, to gradually adapt the gas transmission system infrastructure to transporting the hydrogen/methane blend. Successful implementation of these projects will enable the substitution of up to 10% of the natural gas system with green hydrogen gas in 2030.

The plan also includes investments to develop, restore, and modernise the transmission system. Some of these are financed by the European Union’s Structural Funds.
